What it is
STEL’s affordable housing puts quality apartments within reach: energy-efficient units from handicapped-accessible efficiencies and singles to two, three and four bedrooms for families, most within walking distance of services, shops, banks, and public transportation.
For Central, South Dayton and Olean, preference is given to people with Section 8 and those with disabilities. For DRO Scattered Sites, preference is given to disabled veterans. All residents are covered under the Americans with Disabilities Act and the Fair Housing Law.

Eligibility
- Low to moderate income. Proof of income is required
- At risk of becoming homeless
- Central, South Dayton and Olean: preference to those with Section 8 or disabilities
- DRO Scattered Sites: preference to disabled veterans
